Volunteer Flora and the ‘box of doom’

My name is Flora, and I’m an MA Museum Studies student at the University of Leicester. Over April, I spent some time at BPMA, helping to audit and pack objects in preparation for the move.

I spent most of the time at Freeling House, delving into the archive downstairs. This included badges, ties, postcards, letters, publicity leaflets, and lots of other things. The postcards were particularly interesting, especially trying to make out the messages on the back of some of them. Less fun was counting a large number of duplicate badges for disposal – the total was 666 (as well as a small saxophone badge and a clip that looked as if it was from a pair of dungarees), so I think that definitely qualifies as a ‘box of doom’. We also found an old sign ‘In Case of Alarm of Fire’, with separate instructions for male and female employees (women were supposed to file out in pairs – I wonder what happened if there was an odd number?!).

Two days a week were spent out at the Museum Store in Debden, which is home to the larger (and often more unusual) objects. I can’t quite decide on my favourite; it’s a tie between the model of the HMS Queen Mary (complete with tiny moving lifeboats), parts of the Travelling Post Office (including a water boiler and food heater), or the Post Office ‘L’ Plates – I had no idea that the Post Office used to teach their own drivers.

One day involved packing lots of vehicle parts, helpfully listed as ‘assorted unknown parts’; luckily, another volunteer with an extensive knowledge of cars was on hand to help us identify what we were actually packing. There were definitely a few more challenges out in Debden – lots of oddly shaped objects that, just as you thought you’d finally wrapped them up, would burst back through the acid-free tissue paper and make a bid for freedom. I also got to dust a couple of post boxes and post vans which was fun – leading to complaints from my mum about my reluctance to dust at home.

I also spent two days down in the corner of the archive checking the old uniforms for signs of moth activity. There were a few false alarms (including a set of disintegrating shoulder pads in one of the jackets), but luckily, no signs of infestation (I did find one jacket with a few worn patches, but decided that moths probably haven’t yet developed the intelligence to eat in a completely straight line!). The range of uniforms hiding in the corner was astounding: I found Danish uniforms (both town and country, and summer and winter – clearly the Danes like their uniforms), as well as Canadian and Swiss ones. There were also Foreign Office uniforms, from when the General Post Office won the contract to dress some departments of the Civil Service as well as their own employees. It was amazing (and slightly terrifying) to be touching fabric that was over one hundred years old in some cases, but it was all remarkably well preserved. I also never realised quite how heavy overcoats were, especially the thick woollen ones.

I’ve thoroughly enjoyed my time here, and it’s been a great introduction to the practical side of collections documentation and management (rule number one: the collections database CALM is anything but!). I’d also like to say a huge thank you to Emma and Sarah for putting up with me (and for the plentiful supply of tea, biscuits and occasional cake out at Debden!)

Historic Duplicate Stamp Sale to Benefit New Home for The British Postal Museum & Archive

On 11th July 2013 Sotheby’s will stage an historic auction featuring surplus duplicate stamps from the British Postal Museum & Archive. The auction will provide essential funds for a state-of-the-art new home for the BPMA, representing an exciting addition to London’s cultural landscape when it opens in 2016.

New Home for Britain’s Postal History

Described by Mayor of London Boris Johnson as “a national treasure of global importance”, the BPMA is the leading resource for all aspects of British postal heritage. It cares for the visual and written records of 400 years of British postal, social and design history, comprising over 60,000 artefacts and 2.5 miles of archives. Together, the collections and archive tell a fascinating human story of British communication, industry and innovation, illuminating and celebrating a unique and integral part of the nation’s heritage.

Under a scheme endorsed by the Government and backed by Britain’s leading heritage organisations, the BPMA is planning a new Postal Museum and Archive to provide a first class home for its archive and collections, which are currently held in storage and largely inaccessible to the general public. The new centre will be situated in Calthorpe House, in the London Borough of Camden, adjoining the country’s oldest mail centre at Mount Pleasant.

World-class Archive and Collections

As well as featuring a purpose-built archive repository, the new Postal Museum and Archive will feature spectacular exhibition spaces to showcase the BPMA’s archive and collections, which range from postal vehicles to pillar boxes, staff records, posters, photographs, uniforms, weapons and the world’s greatest collection of British stamps.

Highlights include every British stamp issued from 1840 to the present day; original evidence from the Great Train Robbery trial; the world’s first commercial Christmas card produced in 1843; a 1930s art-deco Mobile Post Office; Valentine’s Day cards dating from c. 1790; telegrams relating to the Titanic disaster; weapons used to protect the mail against theft or piracy; a digital Oral History collection recounting the personal stories of hundreds of current and retired postal staff from around Britain; a first edition of ‘Ulysses’ by James Joyce, intercepted in the post for being obscene; uniforms of Victorian River Postmen; a Travelling Post Office railway coach; films produced by the iconic GPO film unit; telegrams sent by the royal family; medals awarded to Post Office Employees including a rare Victoria Cross; and posters, prints and paintings by celebrated artists including Edward Bawden, Duncan Grant and Vanessa Bell.

Understanding and celebrating Britain’s postal heritage and wider social history

The new Postal Museum and Archive will feature a state-of-the-art education centre and extensive research facilities, designed to encourage school children, students and the wider public to learn from and be inspired by postal heritage in all its depth and context. The new education space will increase the BPMA’s annual educational engagement from 2,000 to 12,000 pupils, representing a 600% increase on its current offering.

Key examples of how the BPMA’s collections reflect Britain’s social history:

  • In 1840 the launch of the Penny Black, the world’s first prepaid stamp, encouraged people to write and became a vehicle for education, friendship and commerce
  • The opening of Post Office Savings Bank backed by the Government in 1861 encouraged people of all walks of life to save money safely and to help combat debt
  • W. Reginald Bray became the first ‘human letter’ when he posted himself, later emulated by two suffragettes who attempted to have themselves delivered to Downing Street
  • During WW1 the Post Office co-ordinated all army mail and by 1918 had 22,000 pigeons carrying messages to the front
  • In 1943 the world’s first programmable electronic computer was built by the GPO’s Tommy Flowers, helping to break many German encrypted codes during WW2

Mail Rail: London’s Best Kept Secret

As an added visitor attraction, the BPMA is exploring plans to convert a section of Mail Rail, the former underground Post Office railway network. Introduced in 1927 and operational until 2003, Mail Rail was the world’s first driverless electrified railway, which revolutionised the delivery of mail in the UK. To this day it remains the world’s only dedicated underground mail transport system, representing an important and largely unseen element of Britain’s industrial heritage.

Subject to sufficient funding, the Mail Rail depot at Mount Pleasant will be transformed into an immersive visitor centre, introducing a fascinating 15 minute ride on the Mail Rail network on newly-designed trains through the existing tunnels.

Benefitting the local area and contributing to an improved sense of community

Bridging the boroughs of Camden and Islington, the new Postal Museum and Archive will serve as an important cultural hub and community resource. As well as offering cultural and training opportunities for young people, the BPMA will organise out-of-school cultural opportunities and strong community outreach programmes, contributing to a vibrant Camden and Islington.

Historic Stamp Sale

The project to develop the new Postal Museum and Archive will cost approximately £22 million and a fundraising campaign is currently underway, with considerable support from Royal Mail and Post Office Limited. Other funding is in place from the Heritage Lottery Fund and from the BPMA itself.

As part of the fundraising campaign, the BPMA is pursuing two sales of surplus duplicate philatelic material currently held in its custody though not part of its accessioned collections. The historic auctions will take place at Sotheby’s, which held the first ever stamp auction in Europe in 1872. The first sale, held on 11th July 2013, will comprise 191 lots and is estimated by Sotheby’s to bring in excess of £5 million.

A Cup of Tea and its Consequences

Like many of us who grew up in the 1950s and 1960s, I had a stamp collection. A rather mediocre one… But one Sunday, I went to tea with my great uncle.

I happened to mention that I collected stamps, and Uncle Frank said he’d done that too. He disappeared and came back with a dark blue ‘Lincoln’ album. Inside was a treasurehouse of stamps featuring Edward VII and Queen Victoria – including a Penny Black (it had a corner missing, but still…) Frank then said that he didn’t really bother with them any longer – did I want them? The album became my pride and joy. I even took it to school to show everybody. Sadly, one viewer was so impressed that he stole half the stamps. The collection never felt the same afterwards, and vanished into an attic. Forty years later, I was cleaning out the attic when I came across the album. For a moment an old fury came back, but then I decided that a much healthier reaction was to reassemble the collection.

As I did this, I found myself ever more intrigued with the stamps, as items of beauty but also as tiny pieces of history. Who stuck this Penny Black on an envelope, and what was in the letter? More generally, what was Britain like at the time? I found envelopes that had been sent in Ireland around the time of the appalling famine, a Seahorse sent just before World War One, a stamp celebrating the British Empire Exhibition of 1924 (an event I had never heard of, but which was as big as the Olympics in its day), an envelope that had enclosed a censored letter from World War Two, the classic 4d stamp celebrating the 1966 World Cup win… Stamps, I realised, tell stories.

Finally, I assembled these stories into a book, that would tell the nation’s tale through its stamps – or 36 of them, anyway. It’s been a joy to research and write. And all thanks to my great uncle and a cup of tea one Sunday afternoon.

Masters of the Post wins award

The Business Archives Council (BAC) has announced that the winner of the 2011 BAC Wadsworth Prize for British Business History is Duncan Campbell-Smith for Masters of the Post – the Authorized History of Royal Mail. The prize was presented to Mr Campbell-Smith by the Chairman of the BAC, Dr Terry Gourvish, on 8 November.

Masters of the Post is the first complete history of the Royal Mail up to the present day. Put Your Stamp on the New Centre Exhibition Space

We have been working hard with our appointed creative designers Haley Sharpe Design on early plans for the main exhibition space of the Calthorpe House New Centre. The 500m2 gallery will be split into five zones, each covering an era of postal history.

Zone 1 will look at the early days of the Royal Mail, with the BPMA’s 18th Century Mail Coach as its centrepiece, whilst in Zone 2 visitors will meet Rowland Hill – a visionary Victorian, who devised solutions to the short-comings of the postal service in its early days. On display visitors will find a variety of objects and records related to the design of the Penny Black, the world’s first postage, as well as other examples of great Victorian inventions that facilitated the sending and receiving of mail.

Between Zones 2 and 3, visitors can read profound and moving stories reflecting events from postal history during the early 20th Century, such as the story of the Royal Mail Ship (RMS) Titanic, the suffragettes who posted themselves to the Prime Minister, and the role of the Post Office during WWI.

In Zone 3, visitors will step into a reconstruction of life in WWII London, whilst Zone 4, by contrast, will present a bright, visual feast, vividly demonstrating the time from the 1930s to the 1960s when the Post Office was a leader in style and design in Britain.

Zone 5 will consider the modern Post Office, including the competition and challenges of 21st Century Communications, as well as the role of the service at the heart of isolated rural communities.

Work is currently underway to work up a long-list of objects and records from the Museum and Archive collections to populate the exhibition and illustrate the stories and themes outlined above. Whilst the ‘usual suspects’ (such as items from early Mail Coach Guards and the many photos and posters held in the Archive) are, of course, under consideration, the BPMA are keen to include ‘hidden gems’ that may not have been seen in previous exhibitions – something for which we would like your help…

Initial HLF support for new Postal Museum & Archive secured

The British Postal Museum & Archive (BPMA) is delighted to announce that the Heritage Lottery Fund (HLF) has confirmed a first-round pass as part of a two stage application process to help move its world-class collections into a new, accessible and permanent home. Initial HLF support has been awarded for an application of £4.25m and development funding of £250,000 has been awarded. The new Postal Museum & Archive will be situated in Calthorpe House on London’s Mount Pleasant site, where the country’s oldest mail centre is located.

The first-round pass means that the BPMA can now progress to the feasibility stage of its development and work up detailed proposals ahead of a round two application in 2013 to secure the remaining £4m. Further activities to generate funding to create a state of the art museum and visitor facility are taking place throughout 2012-13. The opening of the new museum is planned for late 2014.

The new Postal Museum will provide access to the BPMA’s unique collections of 400 years of postal, social and design history. The collections, which include iconic objects such as red pillar boxes and postal vehicles, as well as every British stamp issued since the Penny Black, original design artwork, posters and photographs, are currently stored in cramped and inaccessible conditions. The new centre will also enable a vast expansion of its educational programme and engagement with young visitors.

The fascinating story of the Post Office Underground Railway will form part of the exhibition, together with other captivating stories from social, postal and design history.

Archivists and Academics

Last month I attended the Teaching History in Higher Education Conference at Senate House. As an archivist, rather than an academic, I was a little nervous. However I am pleased to say that I was made very welcome and came away with a range of ideas for activities that could be adapted to our future work plans at BPMA.

Alongside considering the logistics of moving our collections and the content of our new exhibition space, we are also planning the types of activities we will undertake in our New Centre, including our involvement with formal education.

We are already involved in a range of formal and informal learning activities, including collaborative PhDs and teacher placement schemes, but are keen to expand this offer in future. As such the conference provided an interesting insight into the key concerns of the higher education sector and inspiration for potential future activities.

The sessions on workplace learning were particularly relevant. The BPMA’s engagement in this area has been minimal to date, due to both limited staff resources and difficulty in designing activities which are mutually beneficial to both parties. However the presentations on this area gave an insight into the types of projects that could be undertaken and provided ideas for possible future development.

Allannah Tomkins’ paper on the use of creative writing was also useful. Creative writing is an area that the BPMA has explored in our work with school groups. The Post Office itself also has a strong literary tradition with former staff including Edward Capern (the Poet Postman), Flora Thompson (famous for Lark Rise to Candleford), and most notably Anthony Trollope. Therefore there is plenty of scope for exploring historical and literary links in more detail.

The conference provided some interesting ideas, and also some useful contacts. Over the coming months the BPMA will be considering if and how we can embed these ideas into our plans for the future. Watch our website for information on forthcoming activities.

Rowland Hill & the Penny Black

Rowland Hill, the great postal reformer, was born in Kidderminster, near Birmingham, in 1795. Originally an educationalist, it was in 1837 that he published his seminal pamphlet Post Office Reform; Its Importance and Practicability.

As heard in today’s episode of The Peoples Post, before 1840 postage rates were very high, and they were normally paid by the recipient. Charges were by distance and by the number of pages in the letter, rather than by weight. To send one sheet from London to Edinburgh cost 1s 1½d, a considerable sum in those days. The cost to the Post Office, however, was calculated by Hill at a fraction of 1d. There were also a number of anomalies whereby MPs’ mail, for example, was carried free, a system which was widely abused.

Hill’s proposal was three-fold: that postage should be prepaid; that it should be based upon weight, not distance or the number of sheets; and that the basic cost should be drastically reduced to a uniform 1d, making it affordable to all. The first mention of a label for prepayment – later the adhesive postage stamp – came in a reply to an official enquiry:

a bit of paper just large enough to bear the stamp, and covered at the back with a glutinous wash.

In fact, Hill suggested four types of prepayment, all confusingly referred to as “stamps” – lettersheet, envelope, label and stamped sheets of paper.

Afraid of fraudulent imitation of the labels Hill said

there is nothing in which minute differences of execution are so readily detected as in a representation of the human face…I would therefore advise that…a head of the Queen by one of our first artists should be introduced.

That portrait of Queen Victoria was based upon a medal by William Wyon and was engraved by Frederick Heath, with the labels being printed by Perkins, Bacon & Petch. The Penny Black was put on sale in London on 1 May 1840, becoming valid for postage on 6 May. The experiment was a great success and was eventually imitated throughout the world.

In our collections at The British Postal Museum & Archive we hold unique treasures illustrating the history of postal reform and the design and production of the stamps. These include proofs, the Old Original die from which all the printing plates were made, and the only sheets of Penny Blacks in existence.

For his services Hill received many accolades and was knighted in 1860. When he died in 1879 he was buried in Westminster Abbey.

Thurloe and the Secret Room

As today’s episode of The Peoples Post highlighted censorship and the interception of mails remains a sensitive subject. As recent public outrage against phone hacking has shown, people expect their communications to be private and letters from one private individual to another were once seen as being as sacred as the voicemail messages of a celebrity or crime victim. However, at certain times in the past the government has covertly or overtly intercepted mail as part of its efforts to maintain national security. Through the records held here at the BPMA a special insight into this can be gained.

Very little material survives from the period of the Civil War but the oldest item in the Royal Mail Archive suggests a focus on centralisation and ensuring the correct monopoly for the postal service rather than on interception and spying on the contents of the mail.

However, as the Civil War progressed and in particular under the regime of Oliver Cromwell it became more widespread – particularly under the leadership of the first Postmaster General, John Thurloe, depicted in a print held in the BPMA museum collection.

Thurloe’s state papers, some of which can be viewed online, include letters from private individuals to others (so, not to Thurloe!) which he has clearly intercepted and kept because of the detail they contain.

Thurloe became a great survivor and his operation was so valued by his opponents that after the Restoration he was rescued from capital charges of treason on condition he worked for the new royalist regime of Charles II, which he did. His character anchors the Thomas Chaloner series of murder mysteries by Susanna Gregory, which bring to life the world in which Thurloe’s operations supported the British state. A real-life depiction is given in a biographical work held in BPMA’s search room library: the Dutchman Mr Dorislaus, employed by Thurloe,

had a private roome allotted him adjoyning to the forreigne Office, and every post night about 11 a clock he went into that roome privately, and had all the letter[s] brought and layd before him, to open any as he should see good, and close them up again, and there he remained in that room, usually till about 3 or 4 in the morning, which was the usuall time of shutting up the male, and in the processe of time the said Dorislaus had got such a knowledge of all hands and seals, that scarcely could a letter be brought him but he knew the hand that wrote it; and when there was any extraordinary occasion, as when any rising was neare or the like, then S.
